The portal is walled up inside a black marble gate. The portal name is HyperLight. The shining effect is made using the elements 'stubbe_spawner' and 'demister_ball', so for construction you need the BetterCreative mod, as well as using direct mode. You can access the portal for changing its name by dismantling one of the stone cubes at its top.
