It's a blue portal, if you use devcommands you can spawn one in just hit f5 and type spawn portal. Placing them can be a little annoying without a tool like Infinity Hammer though, as they sit too high off the ground. It's a pity they didn't include them as a standard buildable piece, as the animation is nice, it even has a different sound effect
